MATERIALS MANAGEMENT
18. APPROVAL OF CLASSIFICATION OF INOPERATIVE EQUIPMENT AND FURNITURE AS PROPERTY TO BE DELETEDDescription The custodians of the property (cost center heads) have certified it to be traded in on new equipment, unaccounted for, not repairable or otherwise inoperable. Property still on hand after reallocation will be salvaged for any useful parts and then sold at auction.

19. APPROVAL TO AWARD BID #0586 FOR WINDOW COVERINGS AND WINDOW FILM - INSTALLATION AND REPAIR SERVICESDescription Bids to provide Window Coverings and Window Film - Installation and Repair Services were received from five vendors on January 26, 2010. The bid of CVB, Inc., dba Coastal Window Treatments for window coverings installation and repair and the bid of Quality Window Tinting for window film installation and repair were the best low bids meeting the advertised specifications based on a sample scenario. The bid of LoLo's Blind and Drape Studio was non-responsive to the requirement to provide a metal strap or scissors system. The vertical blind portion of Window Decor's bid was non-responsive to specifying the manufacturer and providing manufacturer's price sheets. This bid is for a period of one year with the option to renew for two additional one-year periods. The funds for these purchases are contained in the capital budget allocated to the Facilities Services Department.
Recommendation That the bid of CVB, Inc., dba Coastal Window Treatments for window coverings installation and repair and the bid of Quality Window Tinting for window film installation and repair, in an amount not to exceed $55,000.00, be approved for award and purchase.

CONSTRUCTION
20. APPROVAL OF CONTRACT FOR CONSTRUCTION FOR THE LAKEVIEW ELEMENTARY SCHOOL - REROOF & WING 100 RENOVATION PROJECTDescription
Under the terms of the 1/6/2009 (Item #30) Board approved "Agreement between Owner and Construction Manager for Pre-Construction & Bidding Services", the Executive Director of Construction Services and two (2) members of the Professional Services Selection Committee (PSSC) have successfully negotiated a contract with P.J. Hayes, Inc. (d/b/a Tandem Construction) for the Lakeview Elementary School - Reroof & Wing 100 Renovation project. The 1/6/2009 agreement included pre-construction services only. This contract was negotiated on 2/1/2010. This Contract for Construction includes re-roofing of all the wings of Building #1, all of Building #6 and the renovation of Wing 100. The Guaranteed Maximum Price (GMP) of this contract is $2,329,478.84. This contract is available for review at the Construction Services Department. The School Board attorney has approved the use of this contract. Funds for this contract are available in the project budget account.
Recommendation That the Contract for Construction for the Lakeview Elementary School - Re-roof & Wing 100 Renovation project be approved as presented.
21. APPROVAL AND/OR RATIFICATION OF CONSTRUCTION SERVICES CHANGE ORDER(S)Description
The Construction Services' Change Order(s) are summarized on the enclosure for ease of review. These change orders collectively total a decrease of $376,565.46 in contract amounts.

FINANCE
22. APPROVAL OF THE SUPERINTENDENT'S FINANCIAL STATEMENTS FOR THE PERIODS ENDING NOVEMBER 30, 2009 AND DECEMBER 31, 2009Description
The Superintendent's Financial Statements for the month ending November 30, 2009 does not reflect any unexpected trends at this early stage in the 2009-10 fiscal year. Deficit spending in the General Fund continues as fund balance has been budgeted to decrease this fiscal year due to State revenue shortfalls and reduced property tax revenues. The Food Service Fund shows a decrease in revenue of 4.2% year to date. The money the District receives through the Free and Reduced Meals Program has increased over 10% from the prior year, but revenues received from students paying full price or purchasing al a carte meals has decreased over 15%. Expenditures have decreased approximately 22% from the prior year.
The Superintendent's Financial Statements for the month ending December 31, 2009 does not reflect any unexpected trends at the mid point of the 2009-2010 fiscal year. The negative trend in the General Fund has reversed itself. However, deficit spending in the General Fund will continue in future months as fund balance has been budgeted to decrease this fiscal year due to State revenue shortfalls and reduced property tax revenues. The Food Service Fund shows a decrease in revenue of approximately 3% year to date. The money the District receives through the Free and Reduced Meals Program has increased approximately 6%, but revenues received from students paying full price or purchasing al a carte meals has decreased over 11%. Expenditures have decreased over 9% from the prior year. The District made an arrangement with the Tax Collector in December for the Tax Collector to invest some of the District tax revenue money since the Tax Collector was receiving a better interest rate than the District. This is the cause of the large Due from Other Agencies amount in both the General and Capital Projects Funds.

New Business23. APPROVAL OF THE CONTRACT BETWEEN JEWISH FAMILY & CHILDREN'S SERVICES OF SARASOTA-MANATEE, INC. AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDADescription
This contract provides case management services to Cyesis teen parents, their children and their families, including assistance with the Medicaid process and home visits.
Services will be provided three days per week from January 11, 2010 through May 7, 2010. Payment shall be made in five equal payments of $1,541.40 starting February 28, 2010.
Board approval is necessary since the amount of this contract surpasses the annual minimum limit for this vendor.
Recommendation That the contract between Jewish Family & Children's Services of Sarasota-Manatee, Inc. and the School Board of Sarasota County, Florida, be approved.
24. APPROVAL OF THE 2010-2011 AND 2011-2012 SCHOOL CALENDARSDescription A district committee comprised of school and district level administrators, teachers, members of the classified staff and parents, developed the proposed district school calendars for the 2010-2011 and 2011-2012 school years.
